Strongest Gym leader, Elite Four Member, and Champion
In the 5 pokemon generations there have been 40 gym leaders, 20 elite four members, and 5 champions. Out of them all which gym leader, elite four member, and champion has been the strongest

P.S. In my opinion strongest gym leader: Clair
strongest elite four member: Flint
strongest champion: Alder

Strongest Gym Leader: Brock, in Generation I however, because I always went with Charmander and didn't want to waste my time raising a Mankey for low kick.
Strongest Elite Four: Lance, stupid Dragonite and hyper beam spamming Gyarados!
Strongest Champion: Cynthia, that one...f**king Garchomp! I hate Garchomp! Overpowered, newbie-abused, overused wi-fi match piece of s**t! It is honestly what Falco and Marth are to tournaments for Super Smash Bros. Melee!

Strongest Elite Four member? I would either go for Lance or for Koga.

Gym leader: Sabrina, in Red and Blu (before steel and dark) Psychic was really powerful.
Elite Four: Lance, without Lapras or Cloyster to ice beam spam, that Aerodactyl is evil
Champion: Cynthia, Spiritomb has no weakness, Garchomp is insanely good as a sweeper to the point where it's BANNED in competitive play (which I don't really care for
But still), and toxic stalling Milotic is...rawr

I love when people say Whitney from Gold and Silver, you instantly know they had Cyndaquil as their starter.

I've faced too many to remember how hard they were, all I recall are the Elite 4 in Black and White being impossible.

Not impossible but you better grind you ass off to get your team in the right level to prepare them for the beating they will take (I would know, spent like 2 hours in the caves outside the Elite 4 grinding my team up)
