Juno and Vela (and Lupus, arguably) were originally going to be kids, but were changed into adults later on. Vela's kid version is still in the game, however, featured in the ending, kicking a red ball across a courtyard.

There is also a Jet Force Kids cheat you get after collecting 200 or so Ant heads, but it uses the adult models and shrinks down various body parts.
