Juno and Vela (and Lupus, arguably) were originally going to be kids, but were changed into adults later on. Vela's kid version is still in the game, however, featured in the ending, kicking a red ball across a courtyard.

There is also a Jet Force Kids cheat you get after collecting 200 or so Ant heads, but it uses the adult models and shrinks down various body parts.

Besides, while Vela has became bigger, the same didn't happen to her skirt, with pretty awkward results:

But was that REALLY a mistake? She is the only one of the trio that can swim, and she uses the frog style, the same used by Amy Rose in Mario & Sonic At The London 2012 Olympic Games, and whose point seems nothing but to show their what's under their skirt.
