The problem is that not every game is available on the PC. And there are also people that prefer to play on the consoles rather than on the PCs for various reasons.
And the fact that they include the DLC stuff on the CD you bought is plain ridiculous.

On topic, it really depends on the DLC. Since we're probably talking about map expansions / extra storyline, I always check if the content is advisable to be played during or after completing the main story. However, even if I can play it w/o finishing the game, I usually don't as they often have higher level stuff or items that scale with your level.
