I agree with your brother because yes all DLC difficulty is based on level and you might not get the full experience if you got to it immediately, it might be made specifically to have certain monsters in certain area protected by minions but if you are a low level said minions would be a joke and turn a supposed to be super hard area into a moderately hard area. Also some DLC has mentions of stuff done or explained in the main story if you do it first you will just be lost when that part comes around, I am an impatient person but being patient for somethings can give you something better than if you went for it immediately. (one example would be an unripened fruit tastes disgusting/ok if you eat it right away but if you let it ripen it tastes great)
