But since this is a forum I can explain it more in detail here
Preparation 1)
OK well, I think for the sake of this walkthrough it's best if you:
Use that RNG Reporter on a Windows machine
Use your 3DS
Use Black 2 and we'll both go for Heatran(or any other Stationary legendary if you want).

Preparation 2) According to Smogon the best Nature we need to go for is Modest.
So you'll need a Pokemon with the ability Synchronise. You can signed up to Pokecheck here to get free Pokemon and you will be using this (very handy) tool later on, so signing up now is almost a must. If you don't care about nature then ignore but for your first RNG abuse it's optional. (I would recommend you get a Synchronise Modest Pokemon).
What Synchronise does is, change the nature of a wild Pokemon. So if you want an Adamant Scizor, you bring an Adamant Alakazam and the chance of finding the right nature increase. (50%)

You'll also need a Pokemon with the ability sweet scent

Modest Espeon
Sweet Scent Smeargle

Starting:
1) Espeon first in party.
Smeargle wherever in your party
Only every have 5 Pokemon maximum in your party (Espeon, Smeargle and any other 3 Pokemon, it doesn't have to be 5 but always make sure there's room)

2). Go to any place with no moving NPCs.
Victory road is a good place (See my video)

3) Perform a hard reset.
That's saving your game and then turning it off by the power.

4) In RNG reporter click on:

and then enter a date and time. Any will do
