The new series follows the original manga pretty closely, from what I can remember of the manga. It's going through all the parts, or that's the goal at least. The old OVA only covered Part 3, and did a poor job, at best. The anime is currently a bit more than halfway through Part 2. I seriously recommend watching, but that's only because I love JoJo. If you enjoy shows with lots of action and creative fight scenes, you'll probably enjoy it.

If you prefer reading over watching, I would advise you to just watch the anime versions of Parts 1 and 2, then begin the manga at Part 3. I say this only because Parts 1 and 2 are a bit weak, at least in my opinion. Once Part 3 kicks off, some of the really interesting and creative fights start to show up. The manga series of JoJo itself is currently 8 Parts long, with a total of 107 volumes, and still going. The new anime is, as I said, in Part 2, and only on the 17th episode total.
