It's a part of the Devil Summoner series; the only ones available in English so far are Devil Summoner Raidou Kuzunoha vs. the Soulless Army and King Abaddon for the PS2.

I have no idea what the original Devil Summoner came out for but Soul Hackers was for the Sega Saturn and then the PS1, whose English release was cancelled. It's supposedly one of the greatest Shin Megami Tensei games of all time, plus Victor is an awesome Dracula sea captain, so I want to play it so dang bad!

I just hope I can get used to playing the older mechanics again. They really simplified them for the newer games.
