This is because the early gens had a rather small number of mons so they were
somewhat balanced in power.
However, with the 600+ we have now, it's pretty easy to find a mon that completely overruns another in every single aspect.
And btw, Carracosta is a bulky water. It's not supposed to have decent speed.
