In The Legend of Zelda Twilight Princess bomb-arrow idea comes from The Legend of Zelda Link's Awakening DX. In Link's Awakening, when you put bow and bomb to A and B, and press both button simultaneously, you will shoot exploding bomb arrow. Bomb Arrows in Link's Awakening are possible glitch, but it has never been confirmed by creators.
We might need some source on this one...

I don't have source on this moment. I just noticed this while playing Twilight Princess Tongue

I send email to Nintendo about this, only time will tell if they ever answer to me.
Its definitely possible in Link's awakening to do this, as well as in Seasons and Ages if i remember correctly as well. I've done it before.
I remember doing this in Link's Awakening - this and the boomerang-chicken glitch Big Grin

I now expect a boomerang-chicken system in the next LoZ
I got answer from Nintendo. Here's part of the email i got:

While it's possible that this was included as a reference to The Legend of Zelda: Link's Awakening, no one outside of the original development team would have that answer. As we're unable to forward fan requests or questions to our development teams, many details about our games remain mysteries, left to the active imaginations of our players.


So basically there's no source for this. Case closed I guess.
