I think he's pointing out that all the 2 words in those levels names start with the same letter :
Palmetree Panic, Collision Chaos, Tidal Tempest, Quartz Quadrant

Alliterations are basically a writing term for when a string of words start with the same letter, usually in poetry.
Like Mario Madness, Link Lover, Super Samus, etc.
