On the first level of Halo 3, if you walk to a specific cliffside, you can see a family of human-like Monkeys in a cavern, one of whom is holding a teddy bear.

There's also one in the end credits of Halo 3: ODST. You can move the screen using the analogue stick to find this:

Why is this rejected, are the only ones accepted weird glitches and out of game references?

I literally don't know a single person who doesn't already know this. If it's commonly known it has to have something else to it. The Mario Kart 7 clouds/bushes submission is a good example.
