The Elder Scrolls 4: Oblivion

There are atleast 900 named NPCs that are all voiced by 13 voice actors (Note that expansion character/voices aren't counted)

There are two names worth mentioning:
Sean Bean as Emperor Martin Septim
Patrick Stewart as Emperor Uriel Septim VII (voice)
