Vaults in Fallout
The vaults in Fallout weren't to save the people during the nuclear blast. In fact, VaultTec made the vaults to run different tests on the surviving people to see how they would react during the specific conditions they were given.

Basically, only a about 17 out of 122 Vaults were for actual bunkers, all the others were social experiments.

Vault 12 had an intentional design flaw; the door never properly shut. The Vault did protect them all from direct Nuclear hits, but it did not protect them from the radiation leaking into it. This created an entire city of zombie-like "Ghouls" called Necropolis.

Vault 15 was designed to be opened after 50 years, was over-crowded, and contained people of extremely diverse ideologies/cultures. The situation caused by the experiment led to a great schism, during which four groups ultimately left the vault. Three of these groups became gangs of raiders: the Jackals, the Vipers, and the Khans. The fourth group settled down a few miles west of the vault and founded the village of Shady Sands. (Which later became the Capital for the NCR.)

Vault 19 was segregated into two sides; Red and Blue. The experiment also induced amongst both sides through non-chemical means.

Vault 21 was full of gamblers and all conflicts/differences were resolved through gambling.

Vault 27 was deliberately overcrowded; Each Vault could house 1000 inhabitants, so there was 2000 of them in 27.

Vault 36's food extruders were designed to produce only a thin, watery gruel.

Vault 55 had all entertainment tapes removed. Vault 56 had all entertainment tapes were removed except those of one particularly bad comic actor. It was predicted that 56 would fail sooner than 55.

Vault 69 is populated by 1 man and 999 women. (originally a joke by Penny Arcade that got integrated into the actual lore) Vault 68 is the opposite; 1 woman, 999 men.

Vault 77 was also a Penny Arcade comic creation that made it's way into official lore; It consisted of only one man and a crate of puppets. The single man from this Vault and his Pipboy puppet eventually became a legendary "boogyman" for Slavers across the Wasteland.

Vault 92 was to act as a testing ground for the creation of "super soldiers" by way of "subliminal suggestion".

Vault 112 was built for 85 occupents and served as a virtual reality world for the indefinite duration of the vault's experiment.

Seems legit.

Anothere example is a vault the player can visit, "Vault 22", which tested Plant growth, and anyone who's been there knows what happened.

I also read this in-game in New Vegas. Wouldn't be able to remember where, though.
