Miis in Hyrule
Once the Zelda team had finished with Twilight Princess they decided to have fun with the game and put Miis across Hyrule. It was their way of relaxing once the project was finished and to have some fun.

No they aren't in your game. It's what they developers did for fun after the game had shipped. Mess around with the games code as way to relaxing. They're not actually in your game.
