A post-apocalyptic world isn't supposed to be empty with nothing there. A post-apocalyptic world is a world that was destroyed due to a nuclear war (or whatever caused all the nukes to drop) to make it a wasteland. The Mojave Wasteland is just a desert, basically. And New Vegas wasn't even in ruins, unlike Washington D.C and the Capital Building, to be exact. That's what made Fallout 3 so freaking special.
