That argument becomes half invalid when you realize that 90% of the emulators have decent ports for gamepads. You still won't have the same feeling with some systems and might just have trouble trying to set up your buttons (aka setting the N64 C buttons on a non-analogic controller) but you still will be better than a keyboard.
It's not less valid because it's possible to change/fix. I don't have a gamepad to use on my computer.

Probably why you might see it like that. If you had a gamepad, the experience of an emulator is much better. I play N64 games on an Emulator in full 1080P on a Xbox 360 controller. It work great and I'd hate to use a keyboard to play Conkers Bad Fur Day.

I also use DS3 Tool so I can use my PS3 controller on my computer. There's a program called Xpadder which allows you control your computer inputs via a input device of your choice(Xbox 360 gamepad). This is so that you can use it for games like Minecraft which don't come with a gamepad option.

Lastly I use a Street Fighter arcade stick (Which Windows supports) to play on GGPO.
Getting a gamepad would definitely benefit you.
