I haven't been able to find the dialog Oni and Cody have with each other. Could you possibly send me a link to a video or a screen shot of Oni talking to Cody?
And I suppose the chains do provide some kind of mental block in the sense that he doesn't want to do his absolute best because of the low self-esteem. He thinks of himself as a bum who should be locked up and he doesn't really care about doing better in battle, even though he's already an excellent fighter.
But I don't think that necessarily means he has the potential to beat Akuma or Oni. But hey, sometimes heroes can do amazing feats in these games and Cody was definitely a hero in Final Fight.
