Jack-x also notes this in SFxT with Cody in which he says Cody and Guys power levels are over 9000 (A reference to the meme) but it's also canon.

Well, Oro wraps up one arm so I can understand him but I don't think Cody's cuffs count entirely. I mean, he uses them in his throws. If anything, the cuffs are just another weapon for him. I also don't think he's anywhere near Akuma's level, unless you have some official Capcom source that states otherwise.

Street Fighter X Tekken doesn't count as it's not canon.

From the guide: Gouki has the character "Ten" for "heaven" on his back,
but this can also be interpreted as "beyond human" which is most likely the
correct interpretation. According to some Japanese myths, the bearer of this symbol is said to be immortal. Capcom of America used the literal
translation for it, "Ten", for SFA3.

You mean "Champion Edition."

Anyway, this is from the guide: The "Q in Ken's SF2 stage" theory has been going around for a while, but it's not true. It's just some guy in a trenchcoat who's face you can't make out. And the guy is cheering... that's more emotion than Q's ever shown... All About Capcom lists every character's appearance and background appearance (minus appearances in non-fighting games, like Chun-Li in Breath of Fire) For example, it shows how Chun-Li was in the Tokyo Stage background in SF3 New Generation and SF3 Second Impact. For Q, it only states that he was in SF3 Third Strike and no background appearances for Q have been stated. That cheering guy also is redesigned to look more human in the SFC/SNES version of the game.

Honestly, I prefer if that really was OFFICIALLY Q. But eh... oh well...
