Within he games programming are "complex" algorithms that randomise information. The only problem is that computers programming isn't smart enough to think of it's own individual number. Humans can say any random number that they want without thinking. Computers can't and need to be told what to produce. So you can try to make it as complex as possible such as
Start at 2:
1) add 3 - 4 *5 square root blah blah blah
or
2) take away 2 -9924903407407231407234070234
or
3) +30
etc, you could make a billion different combinations for a computer to come to a different number everytime but you're still telling it a set route. It's near impossible for a computer to think for itself.

How RNG abusing works is by looking at those random programming codes and abusing the outcome.
For example:
If you want a Pikachu with high stats, there are actually set times in which the game produces those Pokemon.

The image shows a list of Pokemon that will spawn with the exact IVs that you want based on how the game works. So if you turn your DS on at that exact moment, you can effectively abuse the RNG to give you exact results.

Everytime you've played Pokemon and encountered a wild Rattata or Pidgey(Quiet Seriously) those aren't random. You (without knowing) purposefully encountered a Pokemon that was always going to be there. No Pokemon is ever random at any given time. Meaning it's possible to come across the exact same Rattata as many times as you want if you load your game at the right time. Everytime you randomly start your game and find a wild Zubat in a cave, that Pokemon was "destined" to spawn at that exact time and you met it. If you're playing your game on 25/12/2013 at exactly Midnight and come across a Tentacool while surfing, that Pokemon was purposefully placed there long before the game was finished.

Which means that this program RNG Reporter is able to find any individual Pokemon at any given second which is an infinite number of searches. When you click generate on this RNG Reporter, after about 1 second of searching it's already searched through 7000000 results (depending on how wide your ranges are)

Even though it's called a Random Number Generator, it's not actually random due to programming limitations.

Screw the Heatran, something seriously bullshit is up with that so I'm gonna try RNGing Cresselia instead. No idea why but the nature will never synchronise to modest. This after trying 5 or so different times in different years but will never synchronise the modest nature.

You can abuse eggs, Legendaries, Mystery Events, Hidden Grottoes Shinies(You can abuse them to the point of encountering shinies with every encounter you hit in grass/water etc).
