This happens if you save while in the jail cell, and when you re do the save.

Also a nice little added fact about Big Boss.

Big Boss, tells Huey Emmerich that he believes Santa Claus is real, is even goes as far to argue his existence.

I'm not sure where this happens, but I read it on the Metal Gear Wiki.
