Dan is one of the worst characters of the Street Fighter series ever. Less than an imperfect version of Ryu and Ken. But it was done intentionally because dan is nothing but a spoof of Ryo Sakazaki and Robert Garcia of the SNK game Art Of Fighting:

Well firstly the guy who worked on the design for Ryu (Takashi Nishiyama) also worked on KoF and eventually came up with KoFs version of Ryu, Ryo as a joke. But then the Street Fighter team retaliated (a banter) by making a joke of Ryo and creating Dan. The similarities between the 3 are obvious even with their moves sets
(SRKs, QCB+K = variation of Tatsumaki)

Secondly Dan being a joke characters doesn't make him bad (especially in AE Ver.2012).

Guile sucked on purpose in Street Fighter Alpha 3. His Sonic Booms take off very little damage. The reasoning is that he was still learning how to perform the Sonic Boom, thus requiring the use of two hands as opposed to Charlie's use of only one hand. Charlie is clearly Guile's superior (though Guile is still cooler).

I guess Guile still hasn't mastered the one-handed Sonic Boom.
