That's the point, anything that aids is against the rules of speedrunning. Turbo controllers are against the rules because they do the work of "button mashing" for you. Can't be considered legal if other speed runners can't do the same. No TAS, there is an approved submission of a manual speedrun on speeddemosarchive.org.
