i doubt, that this is correct.
Also, Pokemon Gold and Silver took so long, because they re-created alot of the stuff they already had and upgradet the graphics mid programming.
Also the credits from Gold and Silver where long as shyt, so.. source?

The Dugtrio Mystery
Whilst its pretty much accepted that Dugtrio is simply 3 diglett together, the game data suggests something much more strange.
the Pokedex states Diglett weighs 1.8lbs (0.8kgs), so you'd expect Dugtrio to weigh 5.4lbs? It actually weighs 73.4lbs(33.3kgs), which is the equivalent to roughly 41 diglett. if there are more diglett under the surface, or Dugtrio is in fact completely different under the scenes is a complete mystery.
