I read this in a magazine when the game came out and I can't find any pics or trivia online, but this is about the Thin Man from the Suburbia Level in THPS3.
The Thin Man in the game was originally modeled after the Tall Man from the Phantasm Movie. There was even a screen shot of him in the game with Angus Scrimm's face, the actor that portrayed the Tall Man in the film. But when it was released, his face was replaced with another face. It was due to licensing the character and getting the actor's permission to use his face in game.
So, I guess they couldn't afford it, so they used a different face. I'll look through my old magazines to see if I can find the pics, but a reader commented on it and the magazine addressed the issue..

It was a 2002 issue of Tips & Tricks Magazine. I can't find any of my issues from that year. There's a screenshot of him in the November 2001 issue, which I have, but if I take a picture, it may be too small and grainy, but the in game character does look like Angus Scrimm.
