In the Manual of Halo 1, if you look at the weapons section. The Plasma Rifle has the blueprints of the Needler under it.

It looks fine to me, I see a needler over the needler, and a plasma rifle under the plasma rifle.

He means the black and blue icon, like you see in Halo's HUD. The icon (in particular, the area where the needles are shot out and some of the needles at the top) for the Needler is layered behind the Plasma Rifle's icon.
