(Genesis only) Enter Test Mode, then change the background to 6 and enable the "Ooh Nasty" option. Then choose Rayden as your character and finish your opponent with Back, Back, Back, Block. (standing anywhere) "Fergality" is a reference to Fergus McGovern, he was the CEO of Probe Entertainment, and worked on the Genesis port of MK2.
