@SERIOUSLY THOUGH
You can use a program on your computer to manipulate what type of Pokemon spawns in terms of stats. So if I was a super strong Pikachu, that program tells me what date and time it will appear. It's RNG abusing.

I could never catch any of the Legendary Dogs in the Gen. II games bar Suicine (via Crystal) no matter how hard I tried.
