One of Ryus win quotes is:

It was rumoured that Sheng Long was a hidden character, when it was really a mistranslation of the attack (Shoryuken/Dragon Punch). EGM created a hoax from this stating how to unlock Sheng Long in SF2: WW

The requirements:
Pick Ryu, NEVER get hit (including taking chip), Make it to Bison and and draw 10 whole rounds with him. On the tenth round Sheng Long will appear.
Even though it ended up being a hoax, Sheng Long did actually make into a game. Street Fighter 4 featured a hidden character called Gouken who was based on the April Fools joke of Sheng Long

Gouken as character is actually older than Street Fighter 4. He is documently the master of Ryu and Ken, and brother of Gouki/Akuma, who choosed the dark side. And he has appeared in many Street Fighter comics.
Thought this is the first time he appears as a combatant in the game itself.
