In Civilization 5, Gandhi is guaranteed to have a stat of 10, 4 points ahead of the next closest leaders (catherine, Ramsses, Montezuma).
Apparently, this is a throwback to a bug in the original civilization where Gandhi would turn aggressive after getting democracy, right around the time he could get nukes.
So, Civilization 5 Gandhi really loves nuclear devices.
