It's a character from Fire Emblem: The Sacred Stones. The character is called Ross (check it out).

It's a pretty awesome game, along with the rest of the series.

How could I not know that... I love the Fire Emblem series

Ross is pretty good as a pirate near end game but I cared too much for my mages instead.

Hahaha well, I'm not sure if these GBA FE games were popular or not, maybe because of that. If not, maybe the character isn't very popular, in my opinion, he's a nice character in your party, especially in late-game.
